major progress toward a debt deal and a shooter takes aim at a reporter live on the air. abc news is next.

is the debt crisis averted? big moves tonight that could keep the u.s. from plunging into default. i'm john alston. it happened short time ago at a last minute stab at compromise. they made significant progress. >> it's not done yet but a source close to the negotiations tells abc news that republicans and the white house have reached a tentative framework to end the debt ceiling crisis. the deal would raise the debt ceiling by $2.8 trillion with spending cuts of roughly $1 trillion and there would be a special committee to recommend additional cuts f if they don't

approve it by december automatic cutting into effect. >> i'm confident that we're going to get an agreement in the very near future. >> the clock is running down. at midnight tuesday uncle sam's credit card max's out. they seem to be closing in on deal but senate majority leader was less optimistic. >> they should know that having a than agreement in front of the television cameras doesn't make it so. >> republicans passed a $900 billion budget deal but democrats killed it in the senate. >> we don't have time. >> the house rejected a plan by harry reid before the senate could even vote on it. >> president obama received an update here at the white house from democratic congressional leaders. lawmakers continue to work around the clock but time is running out.

a california is making preparations just in case the tentative deal falls through. mark leno says lawmakers have to budge. >> compromise is what is necessary right now. the president has put forward my proposal for legislative leaders and that means deep cuts in california but also means restoring tax revenue that we used to have so we can bring our affairs in balance. >> they borrowed more than $5 billion this week from private investors to make sure that california doesn't run out of cash. that was a precaution in case the state can't borrow the money it needs. if there is no deal by august 2nd here is some possible. stocks would likely plummet decreasing the value of all

401-ks. they will stop sending money to troops. even if lawmakers come to an agreement, the credit rating could be downgraded so the interest rate on credit cards and mortgage payments might go up is likely. >> two u.c. hikers detained in iran are expected in court the next few hours. the lawyer says their hearing is scheduled for sunday exactly two years ago to the day they were detained and accused of illegally crossing into iran. bower's fiance was released last year on bail. the fact that shourd was not summoned is an indication that the trial could soon be over. dozens of people are dealing with some ugly and very expensive vandalism. somebody went on a spree slashing tires even scratching swatted at this kas on cars in

santa cruz. police have evidence that may lead to the culprit and a hate crime. >> four cars with slashed tires. how did i feel? >> all four tires were slashed. it happened sometime between 11:00 and 1:00. four cars had their tires slashed. he discovered the damage this morning when he saw car after car on his street had flat tires. >> i think there were two guys one guy didn't have a knife. the other guy on the other side of the street was slashing tires. >> this prius has a swastika keyed into the hood. they entered driveways to slash tires. >> everybody was in a daze

people were coming out -- it was like a cartoon. you see all these flat tires everywhere. who would have done this? >> the damage is extensive and expensive. >> because i had to replace all four tires, it was probably about $900. >> santa cruz police have found some physical evidence that may lead them to a suspect but want more information. >> people called the investigation that they saw something there and if they knew of any parties or anything going on that we could potentially find suspects. >> santa cruz police say they don't know if they were random acts of violence or people were go targeted but because of the swastikas they could potentially a hate crime charge. scary moments for our reporter in los angeles. she was hit in the hand by a

pellet from a bb gun while reporting. you can hear her pause for a moment after being struck. >> rain in high land that was one area the taking a hit earlier. as they saw the heavy rain coming in. >> two teenagers were taken on custody on suspicion of assault with a deadly weapon. she was not seriously injured in this shooting case. a shooting in oakland forced police to close west street this afternoon. a woman was shot around 4:00 p.m. around the baptist church. they closed west street while they investigated. it is now back open. the victim was taken to the hospital her condition is unknown. >> in san francisco a man is under arrest after police say he ran away from the scene of an accident. the man was driving car near silver and madison when witnesses say he t-boned another car. he got out of his car and ran

away. he was arrested a short time later. the other driver was seriously injured. >> a frightening plunge down a cliff for a couple in marin county today. witnesses say they were posing for photos at the edge of a bluff about a mile south of stinson beach when they fell 150 feet to the ground below. firefighters rescued the couple. the man had to be airlifted to john muir hospital and is in critical condition. the woman was taken to the hospital with moderate injuries. a rash of burglaries in belmont and police are trying to find two men seen lurking in the neighborhood there. there have been nine incidents over the past week. it happened in central belmont. most crimes took place during the day when people were not at home but last night two homes were hit. one victim says she feels violated. >> it's discretionary. -- it's scary.

i can't sleep at night. >> the thieves made off with jewelry and electronics. they find garage door openers and break into the homes. >> in st. helena they are cleaning up a chemical leak. about 11,000 gallons of sodium hydroclor ate leaked. there are no injuries. workers are pumping the chemical into portable storage tanks. >> lawsuits are flying after the train crash in the nevada desert. now, the trucking company is suing a.m. track. they claim that they failed to maintain a safe railroad crossing and didn't adequately warn of oncoming trains. one of the company's drivers plowed into a train in june killing six people and injuring dozens of others. amtrak has already sued the trucking company along with some

full today. queen elizabeth's oldest daughter was married and the whole clan turned out but unlike there their ceremony was a tad more low key. the sun was shining the crowd was loud and william and kate was treated like rock stars as they arrived for the royal wedding. it was hard for them not to steal the spotlight. but this royal couple don't live like royalty. the queen's granddaughter there was little pomp and ceremony. >> queen is the head of state but that is only royal connection. otherwise it's like any other wedding on saturday afternoon. >> not this couple is famous they are both world athletes he was a member of the rugby team.

she is expected to compete in the 2012 olympics a career probably if she had taken a royal title with all the duties that go along with it. so while her cousin gets married in west minimum terrify now two billion people tuned into the other royal wedding today's ceremony was just for 400 close friends and family. william and kate had the formal engagement photo. they wore jeans but one similarity between the two weddings remember that hat? princess beatrice wore this. it's an era in milpitas. time for the farewell state at cal state. it's one of the last skating rinks in the bay area and has been running nonstop for 34

years. once the rink closed tomorrow only five will remain. >> it is a happy weekend in san francisco's visitacion neighborhood where they have a brand-new library. it's been housed in temporary locations but all that changed today with a grand opening celebration. it has designated space for teens and children. a quiet study room and plus a program for community meetings. >> health officials in santa cruz are offering free whooping cough vaccinations for students next week. a new law requires students entering seventh through 12th grade before school begins this fall. the county will offer six free clinics. the first clinic will be held wednesday from 9:00 a.m. to noon at the school district in watsonville. >> just about six hours from now

thousands of runers will hit the streets for the san francisco marathon. it takes off from the ferry billion at 5:30 a.m. and go along the waterfront and across the golden gate bridge and back through golden gate park. finish line for the full 26.2 miles is at the memz. part of the memz will be closed and two northbound lanes will be closed to traffic from 6:00 to 9:00 a.m. >> make sure you tell me about it tomorrow afternoon. >> you will see it tomorrow on abc news. >> the will weather will be great for the run. it's a little overcast and temperatures in the mid-50s. a little mist and drizzle out there but no heat wave or anything like that. i think the runners will enjoy that. here is a live shot from high definition rooftop cam. you can see that we've got some really nice visibility near the coast. quite a different story with low clouds and fog starting to move

in. the sierra tropical moisture moving in and that is where you see the temperatures quite mild. in the mid-50s for antioch right now. a little humid in oakland 61 degrees, 60 in concord fremont is 62. even san francisco holding a little bit of heat from the day 58 and 57 in santa rosa and 62 in los gatos as well as san jose. so we look for the coastal fog to redevelop push inland mist and drizzle a good bet, too. high clouds will start to move in running into sunday afternoon all thanks to the tropical moisture that will continue to bring sierra thunderstorms and quite possibly some of those could be close to the bay area. you can see the fog bank off the coast. those westerly winds are starting to pick up. all of that is going to move inland. overnight temperatures in the mid to low 50s across much of the bay area. antioch getting down to 59 degrees. this was pretty much the setup.

high pressure over the four corners circulation is clockwise and moisture is feeding north. this is going to start to push a little closer to the bay area by tomorrow afternoon so we'll look for the high clouds and a slight possibility of seeing east bay and south bay locations maybe see a little bit of moisture late in the day. live doppler 7-hd shows most of the activity is pushed on out of the state moving into the nevada area. but it will redevelop as we head in tomorrow afternoon. 5:00 a.m. runners oh yeah you may have to find your way through the city because the fog will be with you. around noontime it burns back to just near the coast. 50s and 60s there. 70s around the rest of the bay. 80s and 90s in the extreme north bay. 75 in santa clara. at the coast look for the fog

half moon bay 64 degrees and mid-70s for redwood city down to mountain view 75 64 for san francisco, warm nicely with afternoon sunshine. 76 for santa rosa and east bay 70 for oakland. untear your east bay running below where you should be. pittsburg 84 and 82 for concord and 84 degrees tomorrow you sunny and clouds for gilroy. seven day forecast. slight cooling as we head into sunday and monday. then little change warm up a few degrees as we head in tuesday and wednesday but count on 80s inland. 70s around the bay and comfortable 60s at the coast. >> mike shumann has been staring at his princess phone all day. >> i didn't know i had a princess phone.
